Andorra exists because of a 13th century dispute between the feudal Bishop of the Seu of Urgell - just over the border in Spain - and the Count of Foix in France. Instead of continuing to fight each other over Andorra, they agreed to share it. In 1288 the final agreement was signed between them and Andorra has not changed its borders since then. In fact it is the oldest identifiable country in Europe with unchanged borders. The agreement (pareatges ) had some interesting provisions: all castles were to be demolished and Andorra was forever to be neutral with no standing army and no religious communities such as monasteries, which were then a source of great power.

To this day, Andorra, uniquely in the world, has two heads of state: the Bishop and the Count (who is now the President of France) no army, two postal services and at least two of nearly everything else.

Andorra has not experienced a war or successful invasion in more than 700 years and is one of the most peaceloving and crime-free communities in the world. Only in 1993 did Andorra cease to be the feudal possession of its CoPrinces and is now a parliamentary democracy and a full member of the United Nations. Andorra does not belong to the European Union although it is completely surrounded by it. The country does though have a Customs Agreement with the EU and most regulations (except for personal taxation, which we do not have) and product quality standards are the same.
